topical/local anethetics are readily available from most chemists/drug stores, the two that i stock are "Ametop gel" and "Emla cream".
they come in small tubes (aprox £3 in england, you might need to convert that), but to be quite honnest it dont numb it completely but it does take the edge off the pain. it lasts for about one hour before starting to wear off.
the skin is a bit of a bitch to work on and the tattoo healing time is considerably effected, it takes at least twice as long to heal and also some people say the ink  fades quickly.
the tattoo's i have done with these creams have had no real problems although its sill early days for fading, the first time i used it was 12 months ago and she has had no problems with it at all up to now.

i hope that helps in some way

Once the outlines over ask the tattoo artist to apply Xylocaine 5% and leave it on for 10 mins
it helps ease the pain of filling.

Topical anesthetics are available in creams, ointments, aerosols, sprays, lotions, and jellies... are these doctor prescribed?  Pimp
